Delaware Statewide Offices

  • Attorney General

    The Attorney General of Delaware is a constitutional officer of the U.S. state of Delaware, and is the chief law officer and the head of the State Department of Justice.

  • Auditor of Accounts

    The mission of the State Auditor’s office is to provide Delaware’s citizens and government leaders with professional, independent evaluations of the State’s fiscal accountability and public program performance. The Office issues audit reports and reviews detailing its findings and recommendations for corrective action. These reports are sent to the auditee, the Governor, the Attorney General, the Secretary of Finance, the State Budget Director, and the Controller General.

  • Governor

    The Governor of Delaware is the executive officer of the U.S. state of Delaware. The governor is elected every four years and is prevented from seeking a third term. The Governor has the responsibility and authority to make various appointments to the Boards and Commissions of the State of Delaware.

  • Lt. Governor

    The constitutional duties of the Lieutenant Governor are to preside over the Delaware State Senate, and to chair the Board of Pardons. As the President of the Board of Pardons it is the Lt. Governor’s responsibility to preside over the monthly pardon hearings and present the Board’s recommendations to the Secretary of State who then notifies the Governor’s Office of the Board’s recommendation. The Lt. Governor's office also handles constituent service work.

  • Secretary of State

    The Secretary of State oversees an extremely diverse department with responsibilities in virtually every aspect of state government: economic development, finance, transportation, housing, education, culture and quality-of-life issues. In addition to providing direction such as budgetary and policy guidance to the various operating divisions of the Department, he also serves on the Board of Pardons as Secretary, is a member of the Delaware Economic and Financial Advisory Council (DEFAC) and the Cash Management Policy Board and chairs the Delaware Stadium Corporation. The Secretary of State is traditionally one of the Governor's primary advisors.

  • State of Delaware

    The State of Delaware is located on the Atlantic Coast in the Mid-Atlantic region of the United States. Delaware.gov provides links to various Connecticut government divisions, branches and agencies, as well as tourism information and services.

  • State Treasurer

    The State Treasurer acts as guardian of Connecticut's taxpayer dollars. The Treasurer serves as co-chairperson of the State of Delaware Deferred Compensation Council. The Treasurer also serves on the Strategic Economic Development Council, the Delaware Board of Pardons, the Delaware Economic and Financial Advisory Council (DEFAC), the Delaware Agricultural Lands Preservation Foundation, the State Employees Benefit Committee (SEBC), and the Delaware Cash Management Policy Board.

  • Delaware General Assembly

    The Delaware General Assembly consists of a House of Representatives with 41 members and a Senate with 21 members. Representatives are elected to two-year terms, while senators are elected to four-year terms. The Senate confirms judicial and other nominees appointed by the governor.

    The Delaware Judiciary is composed of the Supreme Court, the Court of Chancery, the Superior Court, the Family Court, the Court of Common Pleas, the Justice of the Peace Court, and related judicial agencies.

  • Delaware Emergency Management Agency

    The Delaware Emergency Management Agency (DEMA) is the lead state agency for coordination of comprehensive emergency preparedness, training, response, recovery and mitigation services in order to save lives, protect Delaware's economic base and reduce the impact of emergencies. DEMA is a division within the Department of Safety and Homeland Security (DSHS).

  • Delaware Helpline

    Delaware Helpline 2-1-1 provides information and referral sevices for Financial Assistance, Emergency Housing and Food, Government/Information Service, Utilities Assistance, Legal Services, Child Support, Transportation, Mental Health Counseling, Donations and Family Issues. Delaware 2-1-1 is made possible by United Way of Delaware, the State of Delaware, and the American Recovery and Reinvestment Act, which is administered in Delaware by First State Community Action.

  • Delaware Public Archives

    The mission of the Delaware Public Archives is three-fold: 1) to identify, collect, and preserve public records of enduring historical and evidential value; 2) to ensure access to public records for present and future generations of Delawareans; and 3) to advise and educate in the creation, management, use, and preservation of public records.

  • Delaware State Parks

    Delaware State Parks Division maintains 14 state parks and related preserves and greenways throughout Delaware totaling more than 20,000 acres. The state's land protection programs, as well as the state's Greenways program, are administered by the Division. The Division is also responsible for providing recreational opportunities and educational and interpretive programs for the public. Other responsibilities include: acquiring and developing recreational lands & facilities; providing for the protection of natural areas; and overseeing & planning for statewide recreational needs.

    Delaware JobLink is a free, self-service job matching system for job seekers and employers provided by the Division of Employment and Training under the Department of Labor. It is is a web based online network system that provides access, for both employers and job seekers, to a full range of workforce information.

  • Department of Agriculture

    The mission of the Delaware Department of Agriculture is to sustain and promote the viability of food, fiber, and agricultural industries in Delaware through quality services that protect and enhance the environment, health, and welfare of the general public.

  • Department of Correction

    The Delaware Department of Correction is the only government operated correction agency in the State. Delaware runs what is called a unified corrections system. Delaware has no regional, county or municipal correction or jail system and no separate probation system. Offenders immediately become the responsibility of the State, including: pre-trial and sentenced, misdemeanor and felony, and jail and prison and all community based sanctions.

    The mission of the Delaware Department of Education is to promote the highesty quality education for every Delaware student by providing visionary leadership and superior service.

  • Department of Elections

    The Department of Elections was created as a seperate agency initially managed by the State Auditor until the first Commissioner of Elections could be appointed by the Governor and confirmed by the Senate. After confirmation, the Commissioner serves at the pleasure of the Governor. The Commissioner's Office is the lead agency for the Department of Elections which consists of the Commissioner's Office and a Department of Elections office located in each county.

  • Department of Finance

    The Delaware Department of Finance's mission is to provide leadership in securing, creating, allocating and managing financial resources critical to the delivery of governmental services and promotion of Delaware's economic health. There are three operating divisions: Division of Accounting; Division of Revenue; and State Lottery Office.

  • Department of Finance: Division of Revenue

    As the primary revenue collector for the State, the mission of the Division of Revenue is to collect 100% of the taxes and other revenues required by law, and to do so in a manner that creates the highest possible level of satisfaction on the part of the public with the competence, courtesy, effectiveness, and efficiency of the Division. Revenue revolves around three activities: tax processing, tax enforcement and policy formulation.

  • Department of Health and Social Services

    The Department of Health and Social Services (DHSS) is the largest state agency. DHSS includes 12 divisions, which provide services in the areas of public health, social services, substance abuse and mental health, child support, developmental disabilities, long term care, visual impairment, aging and adults with physical disabilities, and Medicaid and medical assitance. The Department includes four long term care facilities and the state's only psychiatric hospital, the Delaware Psychiatric Center.

  • Department of Labor

    The Delaware Department of Labor (DOL) connects people to jobs, resources, monetary benefits, workplace protections and labor market information to promote financial independence, workplace justice and a strong economy. DOL is made up of four divisions and three offices: The Division of Employment and Training; The Division of Unemployment Insurance; The Division of Industrial Affairs; The Division of Vocational Rehabilitation; The Office of Administration; and The Office of Occupational and Labor Market Information.

  • Department of Natural Resources and Environmental Control

    The mission of the Department of Natural Resources and Environmental Control (DNREC) is to ensure the wise management, conservation, and enhancement of the State's natural resources, protect public health and the environment, provide quality outdoor recreation, improve the quality of life and educate the public on historic, cultural, and natural resource use, requirements and issues.

    The Delaware State Police (DSP) is responsible for traffic regulation and law enforcement across the state of Delaware, especially in areas underserved by local police departments.

    The mission of the Delaware Department of Safety and Homeland Security (DSHS), formerly Department of Public Safety, is to promote and protect the safety of people and property in Delaware. DSHS is comprised of: the Office of the Secretary, the Delaware State Police, the Office of Highway Safety, Division of Communications, the Delaware Emergency Management Agency, the Capitol Police, the Division of Alcohol and Tobacco Enforcement, the Developmental Disabilities Council, and the State Council for Persons with Disabilities.

    The Delaware Children's Department, State of Delaware, provides integrated services for the health and well-being of Delaware's children and their families.

  • Department of State

    The Department of State is in charge of a wide variety of public and governmental services, and is divided into several divisions. Some of the most important responsibilities of the Department involve registry of businesses and corporations, monitoring banks, and other commercial activities.

  • Department of Technology and Information

    he Department of Technology and Information (DTI) is the state's central IT organization, chartered to (1) deliver core services to other state organizations, and (2) exercise governance over the technology direction and investments of the state. DTI is primarily an internal service organization, with only a few of its services directly touching the citizens or customers of the state. Rather, DTI provides enterprise services that enable other organizations to effectively fulfill their missions.

  • Department of Transportation

    The Mission of the State of Delaware's Department of Transportation is to provide a safe, efficient, and environmentally sensitive transportation network that offers a variety of convenient, and cost-effective choices for the movement of people and goods.

  • Division of Historical and Cultural Affairs

    The Division of Historical and Cultural Affairs is an agency of the State of Delaware, organized as a Division within the Department of State. Funding for the Division's museums, programs, and services is provided by annual appropriations from the Delaware General Assembly and grants from the National Park Service. The Mission of the Division is to enrich the quality of life for all Delawareans by preserving Delaware's unique historical heritage, fostering community stability and economic vitality, and providing educational programs and assistance to the general public on Delaware history and heritage.

  • Division of Libraries

    The mission of the Delaware Division of Libraries is to provide leadership and support for the timely development of Delaware's libraries, to ensure convenient access to, and encourage use of current information resources and reading material by all Delawareans.

  • Economic Development Office

    The Economic Development Office (DEDO) is responsible for attracting new investors and businesses to the state, promoting the expansion of existing industry, assisting small and minority-owned businesses, promoting and developing tourism and creating new and improved employment opportunities for all citizens of the State.

  • Office of Management and Budget

    The Office of Management and Budget (OMB) maximizes the value of and supports Delaware's state government services. We integrate leadership, partnerships, policy development, planning, and objective analysis to best utilize state assets, including people, facilities, land, and resources. OMB consists of six major sections: Office of the Director; Budget Development, Planning and Administration; Facilities Management; Government Support Services; Human Resource Management; and Statewide Benefits.

  • Office of Management and Budget: Human Resource Management

    Human Resource Management is the State's HR Agency. It provides state employees with a variety of services, tools, resources, and expertise to help build a high quality workforce based on merit principles.

  • Office of State Planning Coordination

    The Office of State Planning Coordination's mission is the continuous improvement of the coordination and effectiveness of land use decisions made by state, county, and municipal governments while building and maintaining a high quality of life in the State of Delaware.

  • Office of the Public Defender

    The Public Defender's Office employs Assistant Public Defenders to represent individuals who are accused of a crime. They work exclusively for their indigent clients. The Office also provides access to interpreters, criminal investigators, forensic nurses, psycho-forensic evaluators, psychological and/or medical or psychiatric examinations, and other experts as needed.

  • Office of the State Bank Commissioner

    The Office of the State Bank Commissioner is responsible for regulating and examining State-chartered banks and trust companies and licensed financial services businesses, including mortgage loan brokers, licensed lenders, mortgage loan originators, check sellers, money transmitters, check cashers, motor vehicle sales finance companies, money transporters, business and industrial development corporations and preneed funeral contract providers. They resolve complaints against financial institutions and provide consumer education programs to Delaware residents. In addition, they collect and administer the bank franchise tax that covers all banks and trust companies operating in the State.

    The mission of the State Lottery Office is to maximize revenue contributions to the state's General Fund, thereby helping to fund the delivery of governmental services to the people of Delaware: Through the marketing, sale and distribution of innovative, entertaining and secure lottery products that ensure the public's confidence in the integrity of the games, retailers, agents and lottery operations; and By providing leadership and a corporate culture that encourages productive change leading to improvement in every aspect of the business.

Delaware Boards and Commissions

  • Delaware Commission of Veterans Affairs

    The Delaware Commission of Veterans Affairs (DCVA) was established in 1987 to provide assistance to Delaware's veterans, their spouses and dependent children. DCVA assists them in accessing information to federal benefits and entitlements.

  • Delaware State Council of Arts

    The State Arts Council is the advisory body to the Delaware Division of the Arts. The Council advises the Division of the Arts on matters of arts policy, funding for the arts, and other issues relevant to support for the arts in Delaware.

  • Developmental Disabilities Council

    The Developmental Disabilities Council (DDC) is authorized by Public Law 106-402 to address the unmet needs of people with developmental disabilities through system-wide advocacy, planning and demonstration projects. The mission of the DDC is to promote and embrace inclusion, equality and empowerment. To that end the Council will: hold agencies accountable; facilitate access to culturally competent services; educate the public and policy makers; and fund projects that promote system change.

  • Division of Professional Regulation

    The mission of the Division of Professional Regulation is to ensure the protection of the public's health, safety and welfare, by providing administrative and investigative services that serve the citizens of Delaware, professional licensees, license applicants, other state and national agencies and private organizations. The Regulation provides regulatory oversight for 34 boards/commissions, which are comprised of Governor - appointed public and professional members. The activities of this oversight include administrative, fiscal, and investigative support for 45 professions, trades and events.

  • Public Integrity Commission

    The State Public Integrity Commission administers and implements Delaware's ethics law (Code of Conduct) for the Executive Branch; its financial disclosure law for all three branches; and its lobbyists' registration and expense reporting laws.

  • Public Service Commission

    The Delaware Public Service Commission (PSC) works to ensure safe, reliable and reasonably priced cable, electric, natural gas, wastewater, water and telecommunications services for Delaware consumers. For those services that are moving toward competitive markets, the Commission makes rules to level the playing field between competing providers, and resolves disputes between these providers. The PSC also assists consumers in resolving disputes with their service providers.
