- Government Contracts
The process of government contracting is my area of expertise. The Government is the largest purchaser of goods and services in the U.S., so it just makes good business sense to learn whether your company can provide any of these goods and services. Minority/Women/Disabled Veteran Certification Programs
Governments offer socio-economic programs, whose goals are to assist qualifying businesses by giving them a "leg up" in securing contracts with the government and sub-contracts with government prime contractors. Obtaining certification in one or more of these government socio-economic programs has substantial benefits in the private sector, as well as in the government arena, if not more so. James P. Government Procurement Processes
The methods and processes by which the government now procures companies have evolved, and is turning to various databases of capable companies to fill its requirements for products and services. These processes include General Services Administration (GSA) schedules, Mater Buying Agreements, and a growing number of Virtual Shopping Malls, where government buyers post solicitations for specific products. These procurement processes serve as marketing tools for your company, and a targeted notice vehicle through which you may learn about specific products you are able to supply and subsequently, submit offers on. Its important to be on top of this trending if you seek to be one of these companies, and this is another area where my services can be invaluable. I provide hands on guidance and assistance in securing acceptance to the various government procurement programs (such as GSA Schedules).
Identifying Bid Opportunities
Your company must first identify the types of services you wish to deliver, the types of goods you want to produce, and the specifications you can perform under in terms of quantity and delivery. I can help your company identify bid opportunities by scanning the government contracting landscape for you regularly and alerting you to applicable contracting business opportunities and/or teaching your staff how to look for requests for proposals (RFP) opportunities.
Bid Preparation
The entry point for participation in the government bid process is an RFP (request for proposals), an RFQ (request for quote), or possibly an RFI (request for information, which may precede an RFP). Understanding the culture, values and language of government agencies can be critical to preparing a successful proposal/bid. I understand this culture and I can help provide business consultation, secure bid documents, supervise bid preparation, and explain contract obligations. I provide bid assistance to clients throughout Illinois and across the nation.
Contract Performance
Once you have been awarded a government contract, you now need to deliver. The same thoroughness, accuracy and attention to detail that you displayed in the preparation of your bid will be required of your company throughout your business partnership with the government. Let me guide you in the three most common contract performance issue areas: Quality Control (QA); Financial billing and reporting; and Adherence to accepted company policies.
Contract Compliance Issues
The work you said you'd do must be completed in full and on time, and must meet the quality specifications outlined in the initial bid. A problem complying with the terms of your contract can mean the permanent loss of your government contract, the significant financial benefits it provides and cost you significant financial penalties. Its my business to advise clients on the legal obligations placed upon them by their government contracts, and to help business clients when they run into compliance problems.
Protests and Claims
The lifecycle of a government contract begins with the government bid process (or RFP), then bid review by the government agency, the awarding of a contract, vendor performance on a contract, through to billing and reporting. Problems can arise anywhere along this lifecycle. If they do, there are prescribed means to resolve them, but companies that have had little or no previous business with the government may not understand these processes. With more than 40 years of experience working in and with various units of government, I can guide your company through the maze of government operations.
Financing
Government contracts often have significant lead time between the award of a contract and delivery of a product. Businesses fulfilling government contracts often need to finance the production costs of goods and services for some time before they can receive payment for work completed.
