- Federal Civil Service

At Passman & Kaplan, P.C., we devote most of our practice to representing federal government employees and their unions, as well as other D.C. government workers, in a wide variety of issues confronting their civil service workplaces. Our emphasis is two-fold: 1) helping our clients get the job benefits they rightfully deserve; and 2) protecting our clients from improper actions that threaten their job advancement, or even their careers.


- Employment Discrimination

Employment discrimination may occur subtly — getting passed over for a promotion or training, or discovering a significant disparity in awards — yet, over time, a pattern seems to emerge. You may notice that other members of minority groups or women are finding it difficult to advance within your department, or that certain people never seem to get hired for certain jobs.


- Security Clearances

Certain jobs in both the government and private sectors require federal security clearances. Whether you work for the federal government, in the defense industry, intelligence, or law enforcement or are a contractor working for the government, a security clearance may be both required and necessary for you to perform the specialized tasks you were hired to do.


- Whistleblower

As an employee of a federal agency, you no doubt take pride in your work and are focused on your future. When you discover that mismanagement or illegal behavior has occurred within your organization, it can be difficult to know what to do. Deciding to disclose wrongful employer conduct — “blowing the whistle” — may bring you a sense of justice, but it can unfortunately also lead to retaliation.


- Sexual Harassment

Sexual harassment, a form of sex discrimination, is described by the courts in two different ways. The first is where the sex harassment was perpetrated by a supervisor and a "tangible employment action” occurred. The second is where a supervisor or co-workers create a "hostile work environment" by their deeds or actions without taking a tangible employment action. In either case, a person's ability to work effectively, enjoy a positive work environment, and have a successful career is adversely affected.


- Disability Discrimination


Few things can be as troubling as having to fight to keep your job when you have taken medical leave or facing discrimination because your supervisor will not make accommodation for a disability or temporary physical condition.
