A problem with breathing as the result of an arrest, shock, stroke, or deficiency in the lung—whereby blood is not oxygenated sufficiently—can cause temporary anoxia (lack of oxygen) or persistent hypoxia (lowered amount of oxygen in the brain). These conditions damage brain tissue and result in severe motor and mental function deficits.
