He holds an American law degree from American University and a Mexican law degree from Instituto Tecnológico de Estudios Superiores de Monterrey, a world-class university center whose law school ranks among the best in Mexico.

Mr. Maldonado also has expertise in immigration and nationality law, and he can comprehensively address all immigration concerns that a client might have on either side of the border. Under his direct supervision, the firm handles visa and entry applications of every description for both countries, and he personally handles complex immigration and customs matters that require his expert attention. He has authored many articles on the law and writes a twice-weekly column on immigration law that appears in Frontera, the most widely circulated newspaper in Tijuana.
Mr. Maldonado is a member of the California Bar Association, the New York State Bar Association, the American Immigration Lawyers Association, the American Masters of Laws Association, the International Bar Association, the American Bar Association, and the San Diego County Bar Association.
