Essential Functions
Represents the City, as legal counsel, in all actions brought by or against the City or against City officials for actions performed in their official capacity.
Advises the City Manager, Assistant City Manager, City Council, elected officials and Department Directors on questions of law pertaining to City business.
Provides timely advice regarding governmental operations, elections, open meetings, public information, City ordinances, State law, personnel matters, property and real estate matters, including annexation, zoning, and condemnation.
Attends City Council meetings, conducts consultations and executive sessions with City Council as needed.
Reviews City Council/Board/Committee agendas prior to the official posting.
Reviews information to stay informed of proposed State and Federal legislation affecting the City.
Monitors legislative actions that may affect South Padre Island and provides evaluation and outreach related.
Responsible for representing the City of South Padre Island as requested in testimony related to legislative matters.
Demonstrates continuous efforts to improve operations, decrease turnaround times, and streamline work processes to provide quality customer service.
Prepares a variety of legal documents for the City.
Examines general claims, warrants and demands against the City and appropriately determines their legality; analyzes and administers the defense of the City of South Padre Island in all litigation involving the City.
Examines deeds, easements, agreements, bonds, contracts and other documents and approves if necessary.
Performs legal work involving the purchase and sale of real property by the City of South Padre Island.
Represents the City in negotiations between the City and other parties.
Drafts resolutions, ordinances, policies, motions, briefs, opinions, pleadings, contracts, and other legal documents in a thorough and timely manner; renders legal opinions; conducts necessary legal research; keeps case records and prepares reports; attends court hearings as required.
Consults with the City’s insurance carrier on matters regarding the City’s liability and or property coverage and claims.
Reviews, evaluates and monitors the work of the Municipal Court Prosecutor.

Job Qualifications

Minimum Education: Doctorate
Minimum Experience: 5-10 Years
Federal License(s): State Bar of Texas

Possession of a Juris Doctorate degree from an accredited law school and a license to practice law in the State of Texas is required. In addition, candidates must have a minimum of five (5) years work experience as a municipal attorney or closely related position; equivalency to be determined by the City of South Padre Island.Experience with Texas municipalities, specifically coastal municipalities is preferred.
